High Tension (2003)

A French homage film of the 1980 William Lustig horror Maniac, it features a story of two young female college students, one French and the other American who are planning to spend a school vacation at the country home of the American students parents in the south of France.  Shortly after their arrival, things go horribly wrong.  An unknown assailant enters the home and kills the entire family, including the students younger brother and the family dog.  He then kidnaps the daughter.  Not knowing that she had a friend with her in the house, the friend escapes with her life and follows the killer in an effort to rescue her friend...

Their are plenty of foot moments:  the whole film is kind of a foot horror allegory.  It opens and closes with shots of dangling feet.  There's lots of running around in pain in the forest.  Close to the end the big moment comes though, the main Character of Alexa (the American girl) has one hell of a mangled foot--it's broken, bloody and utterly useless in running away from a portable circular saw.
